THE QUICK ANSWER

The short answer: HighLevel lists Starter at $97/month, Unlimited at $297/month, and Agency Pro at $497/month. Annual subscriptions are advertised at $970, $2,970, and $4,970 respectively. Those figures cover the platform subscription, not every service an agency may use. Phone, SMS, email, AI services and optional products can increase the actual bill.

Your options at a glance

START SMALL$97/month

Starter: up to 3 client sub-accounts

MANAGE MORE$297/month

Unlimited: more client workspaces

SELL SAAS$497/month

Agency Pro: SaaS Mode and provisioning

These are starting points, not your total cost. The guide below explains what is included and what may cost extra.

Start with three questions: How many client accounts do you need? Do you manage campaigns for clients, or sell software subscriptions? And which extras will you actually use? These answers matter more than the headline price.

Which HighLevel plan fits your agency?

Agency professionals reviewing software budgets at a desk

Choose Starter when you do not need more than three sub-accounts

Starter is the lowest-priced subscription. It can make sense for a solo consultant, one operating business, or a small agency testing its first few client workflows. The three-sub-account limit matters more than the number of users: a sub-account is a separate business workspace. Several team members working inside one account do not necessarily require several client workspaces.

Do not buy Unlimited solely because it sounds more professional. List how many independently managed businesses you actually need, whether each requires separate messaging settings and data, and which capabilities you expect to use immediately.

Choose Unlimited when client-account capacity is the constraint

Unlimited raises the subscription by $200/month compared with Starter but removes the advertised sub-account cap. It also adds basic API access and phone/email rebilling without markup. That makes it relevant when you have more than three separate client businesses or expect to add them soon.

A fourth sub-account can be an operational trigger to compare plans. But unlimited workspaces do not mean unlimited calling, texting, email delivery or AI consumption at no charge.

Choose Agency Pro when SaaS resale is a real requirement

Agency Pro adds $200/month over Unlimited. The important additional capabilities are SaaS Mode, automated sub-account creation, advanced API access and supported rebilling with markup. Those differences matter if your agency wants a repeatable customer signup, provisioning and software billing process.

If you simply operate campaigns for ten clients and invoice them for marketing services, Unlimited may meet your needs. If clients will buy your software packages through a self-service funnel, Pro deserves a closer evaluation. Do not assume Pro automatically includes every branded app or AI add-on.

A defensible cost estimate separates three categories:

1. Base subscription. The published $97, $297 or $497 monthly charge, or the selected annual amount.

2. Metered services. Telephone numbers, voice minutes, SMS, emails and certain AI operations may incur separate charges. Actual amounts depend on service configuration, message volume and vendor rates. For SMS campaigns, applicable compliance and registration expenses should also be checked.

3. Optional subscriptions. HighLevel currently lists AI Employee Growth at $50/month per enabled sub-account and AI Employee Unlimited at $97/month per enabled sub-account. Its branded client portal app and white-label mobile app are separate products with different scopes and prices. The white-label mobile app is listed at $497/month; it is not included automatically with standard Agency Pro.

A useful budgeting equation is:

Estimated monthly platform expense = base plan + optional subscription charges + measured phone/SMS/email/AI usage + other applicable fees.

If you do not know a usage rate, label that component unknown. Replacing an unknown number with zero produces a misleading cost estimate.

What does the subscription cost per client?

Dividing the fixed subscription by your number of independently served clients provides a starting point for allocation. It is not an all-inclusive license price per client and assumes the selected plan supports that many sub-accounts.

Example agency Suitable capacity assumption Fixed subscription divided by clients
3 clients Starter at $97/month About $32.33/client/month
10 clients Unlimited at $297/month $29.70/client/month
25 clients Unlimited at $297/month About $11.88/client/month
10 clients with SaaS Mode Agency Pro at $497/month $49.70/client/month

These are arithmetic illustrations, not quotes, expected earnings or proof that the plan meets every agency’s needs. They exclude staff time, onboarding, support, communications, AI and additional subscriptions.

The business decision changes if your agency must train clients, manage separate billing, migrate historical data, or support bespoke automations. Even when the software portion per client falls, delivery costs may rise.

Monthly vs annual billing

HighLevel’s public prices currently show annual amounts equal to ten monthly payments: $970 rather than $1,164 on Starter, $2,970 rather than $3,564 on Unlimited, and $4,970 rather than $5,964 on Agency Pro. That is a published price comparison, not a special coupon offered by Agency Stack Atlas.

Annual billing reduces the effective subscription allocation but increases your upfront commitment. If you are validating a service offer or uncertain about how many clients you will retain, weigh that commitment against the listed price difference. Always confirm the current checkout terms.

What can HighLevel replace?

HighLevel combines CRM pipelines, marketing workflows, calendars, forms, websites and funnels, communications, and other agency-oriented tools. For an agency using several disconnected products for the same client journey, consolidation can simplify administration. But replacing every specialized product is not guaranteed.

Before canceling anything, inventory the functions your team uses every week. Compare email deliverability requirements, CRM pipeline complexity, reporting, integrations, website workflows, team permissions and data export. An agency with advanced outbound prospecting or complex project accounting may still need dedicated software alongside HighLevel.

Frequently asked questions

What is included in HighLevel Starter?

The public Starter plan lists core platform functionality, unlimited users and contacts, and up to three sub-accounts. Separate consumption and optional subscription charges can still apply. Check the current feature list before signup.

When should an agency upgrade to Unlimited?

When it needs more than three sub-accounts, or specifically requires capabilities such as basic API access and eligible phone/email rebilling at cost. The decision should follow your real operating requirements rather than a generic agency-size rule.

Does Agency Pro include the branded mobile app?

No automatic inclusion is shown in the standard plan listing. The white-label mobile app is separately listed at $497/month. Do not confuse it with the standard HighLevel mobile app or the separately priced branded client portal app.

How much can phone, email and AI usage add to the bill?

There is no reliable universal total. Volume, service mix, configuration and rates determine the amount. Estimate activity by client and compare the current official usage schedule before quoting a final monthly budget.

Does HighLevel offer annual billing?

Yes. The official pricing page lists annual subscriptions for Starter, Unlimited and Agency Pro. Compare the current checkout amounts and payment terms; do not assume an unrelated promotional coupon is available.

Which plan should you choose?

Starter is a rational starting point if three sub-accounts are enough. Unlimited is better aligned with managing more client businesses. Agency Pro is worth examining when automated software resale, SaaS Mode and related billing capabilities are essential. None should be chosen purely because a headline price divided by clients looks attractive.
