QUICK COMPARISON
Your options at a glance
$297/month; multiple client workspaces
$497/month; SaaS Mode and provisioning
White-label mobile app listed separately at $497/month
These are starting points, not your total cost. The guide below explains what is included and what may cost extra.
The main thing to know: branding your software, managing client accounts, selling subscriptions and offering your own mobile app are four different things. You may need different plans or add-ons for each.
What does white-label actually include?

WHITE-LABEL, MADE SIMPLE
Your clients see your agency name instead of the software provider.
Keep each client's contacts, campaigns and work separate.
Agency Pro includes SaaS Mode for packaging and selling software access.
A custom-branded app is separate and can cost extra.
These are different features. Check your plan and any add-on fees before you buy.
A white-label offer can refer to at least four different capabilities:
See the four features explained in more detail
- Branded experience: your clients see your agency identity when accessing selected software experiences.
- Separate client workspaces: each customer has a business account with appropriate access and configuration.
- SaaS resale and billing: your business sells recurring software packages and automates account setup and payment workflows.
- Branded mobile application: a separate client-facing app published or presented under your brand.
A platform can support one of these capabilities without including all four at the same subscription price. Ask vendors which capabilities are included at your tier, which are optional, and who is responsible for support, invoicing and compliance.
Unlimited vs Agency Pro: which do you need?
| Question | Unlimited — $297/month | Agency Pro — $497/month |
|---|---|---|
| Can an agency manage unlimited sub-accounts? | Yes, as advertised | Yes, as advertised |
| Is SaaS Mode listed as included? | No | Yes |
| Is automated sub-account creation listed? | Not on the public plan card | Yes |
| Phone and email rebilling | No markup | Markup supported |
| API | Basic API | Advanced API |
| White-label mobile app included in the base tier? | Not advertised | Not advertised; separate add-on |
| Better suited to | Service delivery across many clients | Repeatable software subscriptions and provisioning |
The comparison reflects HighLevel’s official pricing and feature cards, checked October 8, 2026. It does not imply that every branding option, API use case, payment provider or third-party integration is included without restrictions.
When Unlimited can be sufficient
An agency may already charge clients a recurring management fee, create their accounts manually and handle onboarding through its team. If it does not need customers to buy software subscriptions through an automated SaaS storefront, upgrading to Pro just to display a brand may add cost without solving a real operating problem.
Unlimited also supports an agency that wants to centralize customer marketing workflows, calendars, conversations and account administration. Check the exact branding behavior and permission settings relevant to your client environment before deciding.
When Agency Pro solves a different problem
Agency Pro is designed for an agency that wants to productize software. SaaS Mode and automated provisioning matter when your sales process must create new customer accounts as part of a subscription purchase, rather than requiring an employee to configure every account manually.
Those functions can reduce repetitive administration when implemented correctly, but they do not eliminate customer support, payment processing, onboarding, training, communications expenses or service obligations. The software enables the model; it does not guarantee profitability.
Does a branded mobile app cost extra?
This distinction deserves its own budget line.
HighLevel currently lists a white-label mobile app at $497/month as an optional add-on. It also lists a branded client portal app at $49/month per sub-account. These are different products with different intended experiences.
Do not represent the price of one as the price of the other, and do not assume that Agency Pro automatically grants an agency a separately branded iOS and Android app. Confirm app scope, setup and ongoing requirements directly with HighLevel before promising branded mobile access to a customer.
How much does software resale cost per client?
It helps to separate subscription allocation from the selling price you might charge clients. The numbers below divide the fixed HighLevel plan charge by the number of assumed client accounts. They do not include metered usage, add-ons, staff costs, transaction fees or taxes.
| Agency example | Unlimited subscription allocation | Agency Pro subscription allocation |
|---|---|---|
| 5 client accounts | $59.40 per client/month | $99.40 per client/month |
| 10 client accounts | $29.70 per client/month | $49.70 per client/month |
| 25 client accounts | About $11.88 per client/month | About $19.88 per client/month |
These allocations are not a vendor price per client, a profit forecast or a claim that any account will generate revenue. Actual costs depend on implementation and consumption. An unused client account and one running high-volume voice and messaging automations may have very different operating expenses.
To estimate the real cost of providing branded software, include:
- Platform subscription and annual-billing commitment.
- Paid AI subscriptions at the locations where AI is enabled.
- Phone numbers, calls, SMS, email and other usage charges.
- Optional mobile apps or client portal branding.
- Initial configuration, migration, snapshots, training and customer support.
- Payment processing, compliance requirements and any outside integrations.
A better break-even question: How many paying customer subscriptions would you need to cover your entire delivery cost—not merely your base HighLevel invoice? Work from your own proposed customer prices and realistic operating expenses, rather than a generic earnings claim.
Does Agency Pro include AI receptionist or unlimited voice minutes?
The platform offers AI-related features, but access to a feature is not the same as all usage being included in the subscription. HighLevel lists AI Employee Growth at $50/month per enabled sub-account and AI Employee Unlimited at $97/month per enabled sub-account, subject to the applicable product coverage and limits. Phone-system charges can still apply.
If your product offering depends heavily on AI voice, calculate a representative client’s call volume and check the exact current rates. Do not quote your customers a flat service cost based only on the Agency Pro subscription.
Before you sell software to your clients
Document who owns the domain, client data, integration credentials, phone numbers, sending reputation and ongoing support obligations. Confirm how an account can be transferred if a customer leaves, whether all requested integrations are supported, and how usage can be monitored or rebilled.
For a web design agency adding a CRM to its website projects, you might start with manual onboarding and a small number of clients. An agency with a repeatable monthly software product needs a more systematic process: standardized account setup, onboarding, feature restrictions, support and a billing flow that is clear to customers.
White-label software can be part of a credible recurring service, but it is not a business-in-a-box. The commercial offer, client acquisition and support remain the agency’s responsibility.
Compare other white-label CRM platforms
HighLevel is not the only viable provider. Vendasta focuses strongly on reselling a broad catalog of digital solutions and fulfillment services. DashClicks combines agency software with white-label fulfillment. ActiveCampaign supports rebranding resold marketing automation accounts through its separate agency partner model. Those models are not interchangeable.

Frequently asked questions
Can HighLevel be rebranded on Unlimited?
HighLevel describes desktop web-app branding and custom-domain capabilities, but the precise scope should be checked against your subscription and implementation needs. Rebranding a desktop experience does not mean that SaaS Mode or a separately branded mobile app is included.
Is SaaS Mode included in Unlimited?
No. HighLevel lists SaaS Mode under its $497/month Agency Pro tier. Unlimited is $297/month and is positioned for agencies managing many sub-accounts, without the same listed SaaS provisioning features.
Is the white-label mobile app part of Agency Pro?
Not as an automatic inclusion in the standard pricing card. HighLevel lists a separate white-label mobile app add-on at $497/month. Request confirmation of the exact deliverables and any setup conditions before quoting it to clients.
How does client usage rebilling work?
HighLevel’s pricing distinguishes rebilling without markup on Unlimited and supported markup on Agency Pro. Actual eligibility, supported services, configurations and usage charges require review in your account. Rebilling is not equivalent to unlimited free communications.
Can an agency upgrade an existing subscription?
HighLevel allows subscription upgrades. However, an upgrade for an existing customer is different from a new-customer trial, and affiliate attribution follows separate rules. Existing subscribers should review their account’s upgrade options rather than assume a new 14-day trial.
Which option makes sense for your agency?
Choose Unlimited if you need many client accounts primarily for managed services. Examine Agency Pro if your commercial offer requires SaaS Mode, automated provisioning and supported rebilling with markup. Budget separately for optional branded applications and all metered services.
